According to a quick frequency analysis of all letters in Neighborhood names in New York City. We came up with the conclusion that "E" is the most common one followed by "O" and "R". Also, the minimum length possible to have a legible neighborhood name is 7 characters. Hence we need around 79 chips (not counting numbers or abbreviations yet)
